Opinion
in reference to the application by Macao Government for the surrender
of a criminal-
In the first place I doubt
very much whether the Macao Government could make out a
primâ facie Case
owing to the unwillingness
of the parties injured to prosecute.
Supposing they make out a primâ facie Case
we are unable to give up Fugitives from the Portuguese
Government as we are lawfully ...
